Senior Import Officer

Job Activities
• Maintain control and ensure regulations to all import processes and monitor work according to international and local regulation and evaluate all new custom requirements
• Obtain quotation for the purchase of goods and service
• Applying for FCY and Bank import permit on ESW system and manually when its required
• Applying for pre import permit from concerned organ
• Follow-up on outstanding cases such as Opened LCs, purchasing order status, delivery schedule and shipping document, expired LCs and related issues
• Getting duty free privilege for capital goods import, process Francovaluta privilege at investment office
• Clearing imports at National Bank of Ethiopia on time before getting on delinquency list
• Handling courier related works like DHL/ FedEx etc.
• Handling document settlement activities
• Submitting relevant documents to transistor for on time assessment
• Creates and maintains’ file & documents.
• Maintain Communication with suppliers, banks and other organization on day-to-day basis in order to obtain responses/clarifications timely and maintain healthy correspondences,
• Prepare periodical reports
• Provide support to staffs and client whenever required.

N.B the job holder performs other duties as deemed necessary.

Job Requirements
• BA or MA degree in Logistics/Supply Management or business related field, with proven practical experience of 6 years for B.A degree and 4 years for M.A degree.

Key Competencies
• Good knowledge of international trade operation, international chamber of commerce rules, NBE directives and government policies and guidelines related with international trade
• Practical experience on import operation
• Practical experience on operating ESW
• Ability to analyze cases carefully and logically, leading to a fact based and problem solving decision;

Major Duties

Job Description
The Armauer Hansen Research Institute (AHRI) was founded in 1970 through the initiative of the Norwegian and Swedish Save the Children organizations seconded by the Ministry of Health of Ethiopia. The Institute got its name from the Norwegian physician, Gerhard Henrik Armauer Hansen, who first described the leprosy bacillus (Mycobacterium leprae). AHRI is a biomedical research institute that works in developing tools for prevention, control and treatment of mycobacterium and other diseases of public healthy importance through applied and basic biomedical research and training.
To this end, Armauer Hansen Research Institute planned to recruit energetic and skillful for the position of Senior Procurement & Supply Chain Specialist.

Key Duties and responsibilities
• Manage AHRI Procurement staff and vendors for timely arrival of products and goods.
• Ensure the execution of standards, controls, policies, procedures and performance metrics to effectively and efficiently manage the acquisition and reporting of third-party spend across the Institution.
• Negotiate contracts, policies and deadlines with suppliers and vendors.
• Monitors supplier performance to ensure contractual obligations are met and to help make the supply procurement process as cost-effective and efficient as possible.
• Ensure in the selection of appropriate suppliers and contractors.
• Promote good procurement practice with due regard to quality sustainability and value for money.
• Develop sourcing and procurement activities that support key AHRI objectives.
• Have up to date knowledge of related procurement legislation including PPA and other donor regulations for procurement.
• Implement best practices in procurement and supplier management to support commercial and operational objectives.
• Apply the policies established by the PPA and adopt them accordingly into a pragmatic business strategy
• Understand and monitor market conditions and to recognize the implications they have in considering the best value for money.
• Administer the tendering routines such as programming, advertising, analyzing, evaluating and award.
• Ensure the execution of procurement strategies across the firm to ensure consistent and high quality value delivery.
• Prepare tender documents, draft contract clauses, assist in finalizing specifications, and references to performance requirements suitable for the contracts in question.
• To document contractual issues which may subsequently be used to prepare a case for termination or other remedial legislative actions?
• Recognize unusual or irregular circumstances occurring within contracts and report to line manager for further investigation.
• Advise Suppliers and potential vendors on the requirements of the Council and the appropriate methods of supplier selection and fair competition.
• Use comparative data to check the general competitiveness of any contract arrangements

Job Requirements
MA/MBA Degree in Procurement & Supply Chain Management/Management and 8 years direct experience out of which 3 years in Senior level OR
• BA Degree in Procurement & Supply Chain Management/Management and 10 years direct experience out of which 3 years in Senior level.
• Mix of government and NGO experience is preferred.
