Position Summary:
The Senior Nutrition Sensitive Agriculture Advisor will directly report to the Food and Nutrition Office of MOA and will have a functional reporting line to the Minister’s office.
The Senior Nutrition Sensitive Agriculture Advisor will be responsible to refine nutrition strategies, and integrating nutrition strategies with national strategies and programs and must serve as an independent voice to gage the progress of the Nutrition Sensitive Agriculture (NSA) projects and will provide strategic guidance to course correct implementation challenges. The Senior Nutrition Sensitive Agriculture Advisor must be competent in communication, advocacy, negotiation, and team management skills. The successful candidate should have a strong desire to innovate and drive rapid change to improve the nutritional status of Ethiopian Small Holder Farmers.

Essential Duties
Roles and Responsibilities:

The Senior Nutrition Sensitive Agriculture Advisor within the Food and Nutrition office at the MoA is responsible for:-
1. Build Capacity of Ministry of Agriculture staff to implement nutrition-sensitive agricultural activities and multi-sector food and nutrition coordination
• Review best practices and technical papers and prepare and present guidance notes that will help the sector to take informed decisions in nutrient-dense crops and animal source food production technologies and practices for the nutrition-sensitive program implementation.
• Plan and implement capacity-building activities to capacitate the nutrition task force of the sector and staff of relevant directorates to manage and plan nutrition-sensitive interventions.
• Conduct supportive supervision to provide technical assistance on the planning and implementation of NSA to regional agriculture bureaus, livestock, and fishery agencies.
• Support NSA interventions implemented in collaboration with MoA in Seqota Declaration Woredas.
• Provide technical support to the sector for the integration of appropriate and participatory monitoring, evaluation, and learning systems for Nutrition-Sensitive interventions at all levels of the Ministry of Agriculture structures on documentation of lessons learned and utilization of data for decision making.
• Identifying constraints and solutions for effective program delivery and appropriate use of resources.
2. Support the Ministry of Agriculture in the Implementation of the National Food and Nutrition Policy and Strategy
• Promote the incorporation of appropriate nutrition objectives and indicators into agriculture strategies and programs within the MoA at both federal and regional levels
• Provide technical support to the ministry in diverse, safe, and nutritious crop and animal source foods production technologies and practices identification, promotion, and implementation through the extension system to improve the nutritional status of the community.
• Advise the ministry on the identification and promotion of fruits, vegetables, and animal source food post-harvesting and handling technologies, and practices that benefit smallholder farmers. and relevant to nutrition sensitive interventions pertinent to the sector through the agricultural research and extension system
• Develop a scaling up plan and programs of NSA based on learning from the NSA program and other successful national and international practices
• Coordinate partnership and lead resource mobilization for nutrition programming in the agriculture sector
• Provide technical support on safety and quality of value added agricultural products in the project areas to increase safety and shelf life of the products throughout the year
• Closely work with all nutrition platforms to ensure nutrition sensitive interventions related to agriculture and coordinate to impact on the improvement of nutritional status of the community with due emphasis on the production and consumption of animal source foods.
• Support food and nutrition policy and implementation strategy development
• Providing integrated supportive supervision to the project supported areas and selected farmer training centers and households;
• Proactively engage with other directorates of MOA, development partners, and donor organizations to develop evidence based context specific nutrition-sensitive agriculture interventions
• Facilitate NSA and regional level advocacy forums, panel discussion, review meetings and other workshop of MOA
• Conduct supportive supervision and regular monitoring of NSA project programs implemented by MOA and the partners
• Provide any other technical and advisory support needed for effective implementation NSA activities
• Ensure high-level coordination for program implementation and knowledge management
• Ensure inter-linkages between FNS implementation with other nutrition specific and sensitive strategic documents; NSA, PSNP, School Health and Nutrition Strategy, One WASH Program; Seqota Declaration Plans etc.
• Ensure effective regular communication and reporting with the various government offices, and key public, private and development partner stakeholders
• Participate and support in the planning of monitoring, evaluation, and research steering committee (MER-SC) activities with the technical committees at national and regional levels.
• Produce and support quarterly based multi sectoral nutrition implementation assessment reports to track the implementation of monitoring, evaluation, and research steering committee (MER-SC) annual plan
• Ensure execution of the monitoring and evaluation system for food and nutrition policy and strategy and liaise with the EPHI-NIPN and MoA-Food and Nutrition Coordination office
• Undertake any other additional duties at the request of the Project Manager

Job Requirements
• PhD/Master’s degree in Applied Human Nutrition, Community Nutrition, Food Science and Nutrition, Food Science and Post-Harvest Technology, and other related disciplines.
• At least 8+ / 10+ years’ experience in coordination of food and nutrition programs in Ethiopia, with progressive managerial and coordination responsibilities (including at least 5 years of relevant work experience at the national level).
•Solid work experience in managing changes related to human resource structure, organizational capacity development, system strengthening
• Experience in analytical and practical work in such areas as (a) working with government institutions, public service or equivalent; and (b) institutional analysis and design, program implementation, monitoring and evaluation systems and processes, and development programs
• Understanding of the Global Nutrition Initiatives, National Nutrition Agendas; and Agriculture to Nutrition Linkages
• Specific experience in planning, prioritizing, sequencing, managing, problem-solving, and reporting on the implementation of NSA interventions
• Deep understanding of Ethiopian agriculture policies and policy reform expertise
• Experience on data-driven and evidence-based problem solving and decision making activities.
• Strong team player with excellent relationship-building and communication skills
• Fluency in English and Amharic.
• Ability to think critically and analytically to draw sound conclusions based on evidence and data
• Proficiency in the use of Microsoft Office/MS word/MS PowerPoint and Excel suite is a critical requirement.
• Willingness to travel extensively in Ethiopia and when the opportunity emerges internationally.

• Participate in the training of survey teams as trainer

Job Requirements
Required Qualifications and Professional Experience

• A master’s degree in statistics, a social science, such as economics, sociology, agriculture, or other relevant field
• At least ten years of experience managing or overseeing in-person surveys and qualitative data collection, with experience in the agriculture or natural resource management sector strongly preferred
• Practical experience in real-time project evaluation – sustainability plans, fidelity of implementation, scalability lessons, knowledge management, learning agendas, Collaborative Learning and Adapting, etc
• Excellent communication skills and experience working with a wide range of individuals in government, private sector, and civil society
• Qualitative and quantitative analysis experience
• Excellent knowledge of R, SAS, STATA and NVivo or other similar qualitative data analysis software (preferred)
• Demonstrated ability to work with international firms or organizations
• Strong methodological exposure in project evaluation
• Excellent analytical and integrity skills
• Experience in financial management – including budgeting of tasks, monitoring of expenses and deliverables, etc
