1. Organizational background

The Ethiopian Center for Disability and Development (ECDD) is an Ethiopian non-governmental, non-religious, non-profit development organization established in 2005. ECDD works collaboratively with other organizations to promote, facilitate, and build organizational capacity for “Disability Inclusive Development” in Ethiopia – the inclusion of disability issues and persons with disabilities and their families in mainstream government service delivery and development organization programs. ECDD was re-registered on 17 May 2019 as a local CSO, Registration № 0321, with the Civil Society Organizations Agency under the Organizations of Civil Societies Proclamation № 1113/2019. ECDD envisions an inclusive Ethiopia, where children, youth, and adults with disabilities, regardless of gender or kind of disability, as well as their parents and families, enjoy the same rights and have access to the same health, educational and social services, training, and work opportunities enjoyed by other citizens.

ECDD has several Inclusive Livelihood Programs and Projects focusing on benefiting Persons with Disabilities in all the regions of Ethiopia. Currently, ECDD is implementing a three-year (2021–2024) project entitled “Promoting Rights and Inclusion for Disability Empowerment (PRIDE)” funded by USAID. The ultimate goal of the project is to economically empower youth with disabilities (YwDs) in Ethiopia through providing access to mainstream skills and entrepreneurship training, internships as well as self- and wage employment.  It focuses on 1,200 youth, between the ages of 15-29, with visual, hearing, or mobility disabilities, with a majority being young women with disabilities in 10 towns of 5 regions namely Afar Oromia, Somali, Amhara, and SNNP, and in Addis Ababa and Dire Dawa City Administrations of Ethiopia.

A major constraint faced by persons with disabilities, OPDs, and other organizations promoting the rights and inclusion of persons with disabilities in Ethiopia is the lack of data on persons with disabilities related to their quality of life. One of the key project activities in PRIDE is, therefore, conducting a Quality-of-Life survey on the situation of youth with disabilities, including their access to mainstream health, education and skills training, livelihood, social inclusion and empowerment, their personal needs, and professional interests, and public attitudes towards persons with disabilities, using a Quality-of-Life Survey tool. To this end, ECDD would like to hire a consultant with the required qualification, expertise, and experience to conduct a Quality-of-Life Survey in 10 towns of 7 (Seven) PRIDE target areas.

 2. Purpose

The main purpose of this assignment is to conduct a Quality-of-Life (QoL) Baseline Survey of the impact and outcome indicators of the Action and determine the present (2022) values, thereby supporting the project management team in determining their target values.

The availability of robust baseline QoL data will thus help enable ECDD to concretely monitor results through the agreed indicators and to track progress against the baseline situation.

ECDD, therefore, requires the services of an individual consultant to collect a reliable QoL baseline using an appropriate methodology which will include the formulation of a data collection tool primarily using a questionnaire, the measurement of baseline indicators, the analysis of generated data, and the determination of values and verification of assumptions stipulated, especially in relation to outcome indicators.

3. Scope of the work

3.1 Description of the Assignment

The scope of this contract is to conduct a detailed baseline QoL Survey in order to measure the initial values of each of the Intermediate and sub-intermediate results objectively verifiable indicators (OVIs). Where values have already been provided in the Log Frame, it may be necessary to validate them. In addition, the contractor will check the validity of IR and SIR indicators mentioned in the project Logical Framework.

A crucial part of the assignment is the designing and elaboration of appropriate questionnaires and other data collection tools. The questionnaires need to be properly designed so that through their application the QoL survey team will be able to collect all the data and information required to measure the values, consistency, and validity of the OVIs. The design of the questionnaires needs also to allow the survey team to easily extract the information and data contained in them. Data should be geo-localized and refer to specific communities.

In addition to quantitative assessments of the initial situation of the OVIs, the contractor will capture qualitative data of other aspects as relevant to the specific indicators. These qualitative data will stem from interviews and meetings with Local Authorities and Key informants, household surveys and from community studies, etc, as appropriate, and will be properly analyzed and triangulated with the quantitative data by the Contractor.

The overall objective of the SI-Job is to increase innovation and productivity in selected SMEs in the textile/ garment industry in Ethiopia in a way that creates jobs. The growth of the private sector plays a crucial role in the overall growth of a nation.

Established in 2017, Lula Embroidery Service is a company that produces high quality embroidery for a premium customer in Ethiopia. The company focuses on quality rather than reduced prices, on a market that looks for superior product, bridging the gap between more expensive imported garments and lower quality local manufacturing. Lula Embroidery service is seeking the services of Human resources consultant who will be responsible for the activities as more described below.

Specific Tasks
Meeting with the management teams to define the company's HR issues, goals, and requirements.
Developing HR strategies and company-specific models.
Recommending solutions and providing advice on HR policies, procedures, and tools.
Overseeing the implementation and integration of new policies, procedures, tools, and strategies.
Monitoring and reviewing human capital analytics to evaluate the efficacy of new policies.
Ensuring that the operations and activities of the workforce are efficient and in the best interest of the company goals.
Assisting with the recruitment and training of new employees.
Keeping abreast of industry trends, tools, practices, and advancements in technology.

Working Condition
Delivery time of all documents is expected from 30 days after signing of contract. The enterprise will be available to cooperate at full capacity for the expert and provide data and information available at their premise.

Master’s degree in human resources, business administration, or similar.
A minimum of 10 years of experience as an HR consultant or similar.
Excellent computer skills and experience with Payroll, and HR management software.
Full understanding of Ethiopian HR legislation, policies, and procedures.
Excellent understanding of HR evaluation metrics and methods.
Good knowledge of recruitment practices and techniques.
Excellent written and verbal communication skills.
