The Position
The data analytics manager will play a critical role in the Programs Performance and Quality (PaQ) team to ensure Mercy Corps team are using data, evidence, and analytics to drive impact, scale what works, and influence others. The Data Analytics manager’s role includes integrating data and evidence into program design plus use of analytics to determine what we advocate for and the position we take about decisions affecting our sector and our partner communities. He/she will be leading dedicated analytic team including interns and volunteers.
The Analytic manager is also responsible for capacity building and mentoring staff on themes related to country level databases, tools and systems that enhance collection analysis and use of data and evidence across the program. The Data Analytics Manager will work closely with the PaQ director to guide programs in operationalizing an adaptive, iterative management approach with a culture of evidence-based decision-making.

Essential Responsibilities
Strategy and planning
• Ensure integration of data and evidence into country strategy, program design and approaches.
• Oversee data collection, analysis, management, visualization, and reporting on related to overall operational context and performance across the program
• Conducting analyses to assess and predict how crises are evolving to inform effective humanitarian response or pivot our work as necessary
• Performing deep-dive analysis on existing data and identifying new sets of data that could better inform decision-making on key country strategic objectives
• Using data, evidence, and analytics to determine what we advocate for and the position we take about decisions affecting our sector and our partner communities
Database and information management system
• Work with all stakeholders to ensure country level databases such as Concept Note Management System (CNMS), Institutional Performance Tracking System (IPTS), Last Miles Mobile Solutions (LMMS) and Toladata respond to user needs using user friendly dashboards.
• Ensure data management processes (collection, cleaning, analysis, storage, reporting, and visualization) are functioning in all programs and locations to provide quality data and analytics within deadlines.
• Ensure systems are established and maintained to collect sex- and age-disaggregated data and sure application of gender-sensitive, socially inclusive, and remote data collection methods.
• Coordinate and communicate with program staff when necessary to address issues in database development and management.
• Manage storage, backup and archival of multiple research and study data sets (raw, flat and analytic datasets) with their corresponding documentation.
• Assure data protection measures are in place and enforced to protect personally identifiable information
• Develop GIS information, collection and analysis needs as part of the M&E data management plan.
• Ensure data quality through routine internal Data Quality Assessments (DQAs) as required by the Mercy Corps MEL Policy and make adjustments as needed.
Capacity building
• Build the capacity of all relevant team members to develop and maintain an excellent M&E system, including training on CNMS, IPTS, TOLA and the use of GPS devices for data collection, analysis and information products disseminate learning.
Team management
• Oversee the team, interns, volunteers and sub-contractors, such as external evaluators and enumerators.
• Build the capacity team members to develop and maintain a high-quality system, which integrates regular reflection, learning, and adaption through analysis of program quantitative and qualitative data.
• Promote staff accountability, communicate expectations, and provide constructive feedback informally and formally via regular one-on-one meetings and performance reviews.
• Create and sustain a work environment of mutual respect where team members strive for excellence.
Influence & representation
• Collaborate teams across the organization and build processes for regular feedback to ensure effective and adaptive management.
• Strengthen linkages with other internal resources, through Mercy Corps’ internal knowledge management platforms, to enhance organizational learning where relevant.
• Effectively communicate the best practices to build Mercy Corps' positive image with development stakeholders.

Job Requirements
Minimum Qualification & Transferable Skills
● BSC or MA/MS.C in statistics, economics, computer science or other relevant field required.
● Minimum of 5 years of relevant experience, including data analysis and reporting.
● Knowledge of using Excel, R, SQL, ComCare, PowerBI, Tableau, STATA, SPSS etc
● Competence in working with open-source mapping platforms like Quantum GIS,
● Experience with gender and social inclusion analysis frameworks.
● Demonstrated ability to collaborate with diverse stakeholders and teams
● Excellent verbal and written communication skills in English, Amharic and other local languages.

The qualified individual will assist the two sites in WHONET data entry, analysis and manipulation and provide monthly AMR data to the National AMR data base and be functioning in collaboration with a member of AMR coordination team at EPHI and other surveillance sites as required.
The intended candidates should have the following roles, responsibilities, qualifications and experiences.

Roles and responsibilities
• Review and understand documents before entering the data and consult data manager if any incomplete, inconsistent or illegible data exist.
• Develop data entry plan with the team based on priorities, timely compile and sort data for entry.
• Perform data entry, data cleaning using WHONET and Excel applications.
• Ensure data quality using different techniques such as comparing entered data with source documents, or re-enters data if an error is detected, inspect, clean, transform, and model data
• Compile, sort, and verify the accuracy of data to be entered.
• Review data sources and follow the Standard Operating Procedures (SOPs).
• Maintain data entry requirements through data program techniques and procedures.
• Verify entered data using different techniques such as reentering data; combining data, eliminate duplication of data.
• Secure information by completing database backups.
• Maintain confidence and protect operations by keeping information confidential
• Any other duties given by the supervisor

The qualified individual will manage all data management related issue and assist surveillance sites in WHONET data entry, analysis and manipulation and provide monthly AMR data to the National AMR data base and be a member of AMR coordination team at EPHI,clinical bacteriology and mycology team
The intended candidates should have the following roles, responsibilities, qualifications and experiences.

Roles and responsibilities
• Able to understand new data management software like WHONET and Backlink
• Advanced level experience in MS Excel and MS Office Suite
• Discover efficient ways to organize, store and analyze surveillance data with attention to security and confidentiality.
• Develop and implement data management plan(DMP) and procedures
• Ensure data flows timely and securely based on the SOP
• Able to interchange data from one system to another
• Develop data entry platforms, data dictionary using the above software
• Understand existing data sharing policy and practices
• Establish data quality standards and work closely with data generating surveillance sites and institutions to ensure standards as appropriate
• Follow up of data entry at surveillance site level on a weekly basis through phone call and assist as required and submit progress update to the AMR surveillance coordinator.

• Enter monthly cleaned data to the AMR data repository

• Coordinate, design and implement effective Data management trainings at central, regional, and facility levels and also lead preparation of high-quality training manuals, SOPs and procedures on various AMR related issues
• Prepare datasets and respond to data call request
• Develop data tracking mechanisms from different data sources
• Perform advanced statistical analysis
• Analyze heterogeneous epidemiology data, surveillance data, evaluation data, biomedical data or any health-related data
• Apply institutional and national data sharing policies for effective data management system

Communication and coordination
