Terms of Reference
Background
Jhpiego, an affiliate of John Hopkins University, works to improve the health of women and families in limited-resource settings worldwide through strengthening the capacities of local institutions, systems, and facilitate in the health sector. Jhpiego is registered as International Non-Government Organization (iNGO) to operate in Ethiopia since 2003.
Jhpiego seeks an individual professional to support our Finance and Grants Department in Ethiopia through a three-month consultancy. The consultant will complete the following tasks;
• Incorporate projection review with monthly actual to the FMR
• Support proper review and closing of Monthly QBE with quality data
• Provide training to current Finance and Grants staff
• Complete Awash bank reconciliation backlog
• Direct and follow-up the grant and finance teams to develop annual budgets or as required for new program development purposes, ensuring proper budgeting standards.
• Ensure all program budgets are tracked according to funding ceilings and ensure monthly reporting to program teams on expenditure.
• Prepare financial reports, including pipeline analysis, monthly/quarterly project reports for project directors and as required by the donor and government.
• Maintain and administer an on-site financial accounting and bookkeeping system (QuickBooks) required to assure the integrity and effective performance of financial operations and prepare monthly reports

Job Requirements
• Masters and /or CPA degree in Accounting, Finance, Business or related field
• Minimum of ten years’ experience in professional accounting, financial management, budgeting or auditing, preferably within an international NGO or US Government Agency
• Expert in QBE
• Expert knowledge of professional management principles, theories, practices and terminology of the laws, regulations and procedure governing US agency financial management and contractual & procurement regulations.
• Expert knowledge of Government rules and regulations concerning NGO financial management.
• Expert knowledge of budget and fiscal procedures;
• Experience working as a consultant with similar organizations is a plus.
• Fluent in speaking/reading/writing in English and Amharic.
