Under the supervision of the Finance & Admin Manager, the Finance Officer is responsible for managing all financial activities contributing to the achievement of MSD’s overall objectives. She/he is directly responsible for the implementation of all financial activities and the enhancement of support staff capacities throughout the process. She/he is responsible for maintaining accurate and complete records in accordance with International Accounting Practices and MSD’s Accounting and Financial Policies and Procedures. She/he also directs and controls staff working under her/his supervision.

• Follow up and implements financial activities of MSD at the regional office level;
• Designs and uses a sound internal financial control system to safeguard assets, records, and documents of the organization as per the MSD and donor policy.
• Ensures an efficient and effective financial delivery that will enhance the operations of MSD;
• Ensures the communication of finance policies and procedures within the organization, and with other stakeholders;
• Supervises and checks all financial activities including payments, transfers of funds, payroll, controlling cash and other current accounts, bank reconciliation statements, liabilities for correctness & timely delivered;
• Ensures that all financial transactions, analysis codes, and associated account codes have been set using an MSD chart of accounts;
• Post the transaction in the Peachtree accounting system. Verify financial transactions posted into the Peachtree accounting system by other project accountants.
• Checks and ascertains the accuracy and validity of invoices/documents submitted for payment; records invoices and arranges payments;
• Checks that payment requests are made according to agreement and from the appropriate fund;
• Ascertains that program/project payments are made within the grant period and per approved budget line items.
• Prepare monthly staff payroll
• Checks the replenishment of the petty cash fund and arranges disbursements;
• Ensures that required documentation and authorization are present to effect payment;
• Ensures the timely settlement of MSD obligations (taxes, pension, etc.);
• Prepare monthly bank reconciliation and submitted to his/her immediate supervisor.
• Conduct monthly financial expenditure reconciliation with the head office finance team.
• Closes accounts monthly and facilitates year-end financial closing activities;
• Makes sure that all financial and accounting-related files and records reflect high professional standards;
• Ensures timely deposit of all collections;
• Supervises the preparation of monthly bank reconciliation statements;
• Follows up the submission of timely financial reports and conducts timely project financial monitoring visits;
• Analyzes financial statements and other related reports to identify problem areas, takes remedial action where necessary and makes appropriate recommendations to the Finance & Admin Manager;
• Supervises, guides, supports and appraises staff responsible to her/him;
• Files all financial documents at the custody of the regional office and reports to the head office every month;
• Cooperates with the donor during grant financial monitoring visits at the regional and field office level
• Analyzes financial statements and other related reports to identify problem areas, takes remedial action where necessary, and makes appropriate recommendations to the Finance & Admin Manager;
• Completes all performance management activities including performance planning, monitoring, and annual performance appraisals for staff under her/his supervision.
• Performs other duties as assigned by the immediate supervisor.

Job Requirements
• BA Degree in Accounting and Finance or related field.
• 5 years of work experience in a relevant field.
• MUST to a proven Peachtree accounting operation skill
• Good communication and presentation skills;
• Well-organized and able to act in a professional and ethical manner;
• Competency in computer applications;
• Focused and detail-oriented
• Have ability to manage multiple project funds and operate under tight project operation system
• Prior work experience in non-governmental organization (NGO) will add value

Experience in Months: 60

Level of Education:
Bachelor Degree
