JOB DETAILS:
General Roles and Responsibilities
• The PMEO, in consultation with relevant LHC leadership, is tasked with the establishment of M& E system that orchestrates planning, measures performance and impact, and reports on outputs that reflect the states of critical operational and strategic objectives clarifying accountabilities, specifying root-causes and subsequent interventions.
• The PMEO provides technical assistance and strategic oversight in planning and execution of PME activities.
• In addition to analysis and reporting of data, the PMEO tracks and updates PME data, ensuring the data is of the best quality possible.
• The PMEO, in collaboration with other relevant LHC leadership, orchestrates company-wide KM activities.
• The PMEO conducts periodic activity and budget planning according to the scope of the office; moreover, he/she assumes other responsibilities as deemed necessary by the company.
Specific Roles and Responsibilities
Setting up a Monitoring and Evaluation System (MES)
The PMEO leads the establishment and regular updating of an LHC-wide PME system with the following attributes.
• utility: The MES will be result-oriented and serves the practical information needs of LHC and its partners/stakeholders;
• Feasibility: The MES will have methods, sequences, timing and processing procedures that are realistic, prudent and cost effective;
• Propriety: The PME activities will be conducted legally, ethically and with due regard for the welfare of those affected by its results;
• Accuracy: The PME outputs will reveal and convey technically adequate information.
Planning
• providing expertise in PME planning and methodology.
• Participating in and providing support to strategic, operational, and project design planning.
• Developing a Monitoring and Evaluation plan
• Helping determine performance and impact indicators and targets
• providing support to proposal development for PME components
Routine Monitoring and Evaluation Activities
• Implementing monitoring systems and designing monitoring tools
• Developing data collection tools
• Monitoring project activities, outputs and progress towards anticipated results
• Working with data platforms, databases and select technologies to capture and organize data
• Training staff in monitoring and evaluation processes and providing ongoing coaching
• Conducting or providing support to data quality assessments
Analysis and Reporting
• Determining data analysis procedures and use of quantitative or qualitative analysis tools
• Cleaning, sorting, categorizing and organizing data
• Analyzing quantitative and/or qualitative data
• Summarizing findings
• Developing monthly, quarterly or annual reports depending on project requirements
• Disseminating evaluation findings and project results to donors and other stakeholders
Evaluations or Special Studies
• Conducting program analysis or special studies
• Supporting or leading evaluation teams
• Managing external evaluation consultants and draft scopes of work
Knowledge Management
• Contributing to institutional learning processes
• Convening communities of practice and other organizational learning practices
• Tracking best practices in monitoring and evaluation

Job Requirements
Required Knowledge, Skills, and Abilities
• Demonstrated ability to design and manage PME activities
• Knowledge of statistical analysis software and skills in quantitative and qualitative data collection and analysis
• Demonstrated ability to review, analyze, and synthesize information and produce quality reports
• Thorough knowledge of the healthcare industry
• Strong analytical, interpersonal and verbal/written communication skills.
• Proven ability to work under time pressure and minimum supervision and to take initiative while keeping in checks all relevant regulations and LHC policies.
• Well-organized, attentive to details, multi-tasker, result-driven, and able to work under pressure.
• Available to travel.
Qualifications and Experience
• Master’s degree in public health, health service management, business administration or related fields.
• Two to four years of experience in PME roles; preferably of PME leadership.
• Certification in PME training preferred.
