Key Accountabilities
• The Monitoring, Evaluation and Learning (MEAL) Officer will support the Country Office in all M&E processes relating to a USAID-funded project, Vision4inclusion. This includes tools development, data collection, analysis, reporting and learning activities to help ensure accountability and efficiency of the USAID-funded program. S/he will provide in-depth technical leadership in the area of M&E to the field team and support the Program Manager at stakeholder engagement and information dissemination meetings/workshops.
• The successful candidate will work under the supervision of the Country Manager and the Program Manager, and with support from the global programs team who provide M&E oversight and backstopping.

Specifically, the MEAL Officer will be responsible for:

• Supporting the development and refinement of the USAID-funded CBP project MEAL framework and be responsible for all MEAL in accordance with USAID guidelines for the duration of the project.
• Leading the roll-out of VAO Ethiopia’s program performance framework and tools across the USAID program.
• Compiling comprehensive progress reports in line with VAO and donor requirements according to the pre-determined deadlines.
• Training additional staff (such as enumerators, field officers etc) on key M&E processes.
• Woking closely with Save the Children M&E Officer, and the Waliku team managing the digital collection of data.
• Monitoring progress of the project through Waliku’s digital tools and dashboard to ensure we apply adaptive learning throughout the program.
• Ensuring delivery of quality and timely data from the program using robust data processes.
• Ensuring regular good quality communications materials are coming in from the program monthly (including photo’s, videos, case studies, interviews etc).
• Acting as focal person for the implementation of a robust monitoring and evaluation system; keeping track of program results framework at different levels (outputs, outcomes and impact).
• Working with the Country Manager and Program Manager to ensure timely collection of accurate and reliable data, and lead in the analysis of all program data for both in-country stakeholders and donor consumption.
• Ensure adaptive learning and program quality improvement by continuously recording and incorporating field and technical feedback to program design.
• Ensure social accountability and inclusion, i.e., prioritizing Sex, Age and Disability Disaggregated Data collection, analysis, and reporting.

• Monthly and quarterly work plans
• Weekly program activity schedule (Gantt Chart)
• Monthly update and quarterly progress reports inputs
• Monthly Case studies and photos
• Support the Program Manager to conduct program review meetings.
• Keep comprehensive and easily accessible files for all data (electronic and hardcopy) in compliance with data protection regulations.
• Input into donor reports according to the reporting schedule

Project name: Vision4Inclusion: Leave no Child Behind
Reports to: Country Manager
Salary and benefits: 320,000 to 350,000 ETB Gross per annum, commensurate with experience, plus a 32,000 ETB contribution towards medical insurance.
Contract terms: Full time, fixed term contract for 12 Months
Leave: 23 days holiday per annum plus public holidays
Travel requirements: Within the region and to Addis Ababa

Job Requirements

• The role of MEL Officer requires an energetic and a result orientated individual, with a record of demonstrated experience in a MEL role within the INGO sector.
• Demonstrated experience in data processing and management of surveys.
• Demonstrated experience of statistical packages and/ or data analysis software (e.g., SPSS, Excel, Epi Info, SMART, STAT 01) and advanced computer skills (word, excel, databases) are a must.
• At least 2 years’ direct experience in a position of monitoring and evaluation, ideally within a health or education focussed project.
• Excellent oral and written communication skills in English.
• Excellent interpersonal skills and the ability to work well within a multi-cultural team environment.
• Strong analytical skills.
• Technical knowledge and experience in implementation of gender and disability sensitive approaches is a plus.
• Knowledge and experience in implementing of either health care or social protection program is an added advantage.
• Knowledge and experience in child safeguarding.
• Experience in school-based program activities is highly desirable

• Bachelor’s Degree in public health, Statistics, Economics, Monitoring & Evaluation, Demography and Population Studies; or relevant qualification in social science.
