Specific Tasks and Responsibilities:
• The Finance and Grant Manager (thereafter the “Employee”) will undertake work in Addis Ababa, Ethiopia for Millennium DPI in support of the Feteh Activity pursuant to Millennium DPI’s contract with the United States Agency for International Development (USAID). Under the direct supervision of the Finance and Administration Director (FAD) and reporting jointly to the Chief of Party (COP) and FAD, the Employee shall assume the following specific responsibilities for the length of his/her employment with Millennium DPI:

Finance management
• Manage a process towards building a robust financial system for Feteh’s operations;
• Ensure that adequate local controls are in place and adhered to, especially in regard to financial procedures;
• Assist the FAD in the preparation of monthly budget variance analysis;
• Assist the FAD in the preparation of monthly cash flow projections (fund requests);
• Organize and maintain comprehensive files with all relevant documentation related to finance, and ensure compliance at all levels of implementation with relevant USAID rules and regulations;
• Supervise the finance staff in the Feteh main office, and assist as needed in the completion of their tasks;
• Ensure that the financial management of Millennium DPI is kept in a fiduciary proper manner and that all reporting and records are maintained appropriately;
• Prepare the closing of monthly accounts and preparing financial statements for timely submission to Millennium DPI;
• Reconcile and review expense accounts and ensure that proper clearance procedures have been followed;
• Review various accounting transactions, e.g., payroll, grants, final payments, travel claims, etc., to ensure correctness of disbursements and adherence to relevant staff rules, financial regulations and rules, administrative instructions, and practices;
• Assist with financial oversight of sub-contracts signed by Millennium DPI and ensure that financial requirements established in contracts and agreements are fulfilled;
• Complete properly the VAT exemption forms and monitor usage and delivery to USAID;
• Manage payroll processing;
• Compensate local consultants pursuant to contracts and work carried out;
• Ensure processing of payments to suppliers/subcontractors and vendors for goods and services;
• Reconcile bank statements for all funds in foreign and local currencies;
• Provide guidance and training to colleagues, as required;
• Work closely with, and report to, the FAD to ensure smooth operation of all finance matters;

Grant management

• Implement Feteh’s grants program with input and oversight from the COP, the Civil Society and Program Support Director and the FAD;
• Oversee the proper functioning of grants, including monitoring of grantee organizations and ensuring compliance with the award terms and conditions;
• Manage request for applications (RFA) procedures including drafting and issuance of RFAs, proposal, review and approval processes;
• Provide guidance to sub grantees and sub contracts on USAID rules and regulations as well as on financial reporting;
• Provide any required training to build the operational capacity of grantees;
• Directly supervise the Grants and Contracts Specialist;

Undertake other duties as appropriate and as assigned by the FAD.

Job Requirements
• BA degree or Master’s degree in Finance or Accounting.
• Minimum of five (5) years of previous experience in financial management.
• Minimum of three (3) years of management of USAID grants and subcontracts.
• Excellent negotiation and problem-solving skills.
• Demonstrated understanding of USAID rules and regulations related to finance, grants and subcontracts.
• Strong work ethic and analytical, interpersonal, and communication skills.
• High degree of organization, professionalism, integrity, trustworthiness and flexibility.
• Ability to use discretion when working with confidential documents and information.
• Fluency in both written and spoken Amharic and English. Knowledge of other Ethiopian languages is highly desired.
• Technologically-savvy –Microsoft Excel and other products, Google Suite.
