Job Description
Employer: Founded in 1980, Inter Aide is a French non-governmental organization specialized in the implementation of concrete development programs, in response to precise vital needs for the most deprived populations. In Ethiopia, Inter Aide France started its intervention almost 30 years ago and has implemented Agriculture, Water Supply and Health programs in the SNNPR Region.

For its Water supply projects, Inter Aide France (IAF) is seeking a Finance and Admin Head to be responsible for the administrative, accounting and finance needs.

The Finance and Admin Head will supervise directly the project Administrative Officers based in different project sites.
• He/she will monitor and supervise the project administrative officers of each site and support project officers on accounting, stock management and human resources management and updating of documentation/archives.
• The Finance and Admin Head works under the direct supervision of the Country Finance and Admin Manager based in Addis. He/she will ensure that all accounting, procedures, and human resources tasks are carried out according to Inter Aide and Ethiopian rules.
• The Finance and Admin Head’s primary tasks will be, but not limited to
• Review of project accountancy
• On a monthly basis, the Finance and Admin Head performs a detailed review to ensure that the accountancy reports sent by the project Administrative Officers are complete, accurate, and follow Inter Aide and Ethiopian rules.
• Conducting control 1 checking in line with IAF finance guidelines
• The Finance and Admin Head communicates with the project Administrative Officers to make the required changes, and sends the validated accountancy to the Addis Office once it is completed and validated, according to the accountancy calendar. He/she communicates with Project Officers, Project Coordinators and the Country Finance and Admin Manager for any issues regarding the relevance of expenses, accountancy problems or any other matters.
• The finance and Admin Head is responsible and accountable for the checking of the following project accountancy:
• Garage data base (Agnes)
• Boreda WS project data base (Redeat)
• Daramalo WS project data base (Alemnesh)
• Transversal WS data base
• Dawro WS project data base (Redeat)
• Kucha WS project data base (Almaz)
• Training and supervision of project Administrative Officers

• The Finance and Admin Head follows closely the work of the Project Administrative Officers and makes sure that all administrative and accountancy tasks are well done and well documented following Inter Aide rules.
• The Finance and Admin Head will meet each Administrative Officer under his/her supervision twice per month and prepare the necessary formal and on the job trainings to improve their capacities in order for them to be fully proficient in their work. He/she will write a follow up of all the problems encountered and give assignments to Administrative Officer with a copy to the Project Officer and Country Finance and Admin Manager. Any problems found will be reported and discussed with the concerned Program Officer, the Project Coordinator and the Country Finance and Admin Manager.
• Once a year, in collaboration with the concerned Project Officer, the Finance and Admin Head will conduct an evaluation of each Administrative Officer.

Transversal accountancy
• The Finance and Admin Head is responsible for managing the accountancy for the WS transversal team with the Project Coordinator.
• The Finance and Admin Head is responsible for managing the money allocated to the WS transversal accountancy and is the sole person responsible in case of cash mismanagement. He/she can delegate a small cashbox to a chosen Administrative Officer (that will act as cashier) for small cash expenses.

Expenses follow up and plan
• The Finance and Admin Head will help the Project Coordinator and Project Officers in analysing their project expenses and comparing them to the budget agreement.

Management of Sodo office + scanning
• The Finance and Admin Head is responsible for the monitoring of the overall administrative/financial running of the Sodo office. This will include assisting in the implementation of a new scanning procedure for project accountancies in Sodo, and reviewing the scanning to check for errors/quality issues.

Improvement of administrative guidelines
• In collaboration with the Country Finance and Admin Manager and the Project Coordinators, the Finance and Admin Head will work on improving and/or elaborating HR, accounting, stock management and procurement rules with reference to IAF internal rules, and country’s national relevant finance and labour laws.

Representing IAF as a member of the organisation
• As IAF team member, he/she represents IAF and as such should have a positive and decent behaviour toward all actors he might encounter during his duties (All IA staff, Communities, Supplier, Official…)
• The Finance and Admin Head fulfils any other tasks given by its superior even if not mentioned in the present job description.

Duty station: SNNPR, Wolayita Zone – Wolayita Sodo town, with frequent travel to the field projects
Contract duration: one year with possibility of extension

Job Requirements
• Education: BA /BSc degree and above in Accounting, management and business administration
• Work experience: 5 years’ relevant experience in LNGO/INGO
• Language: Amharic and English
• Computer skill: Ability communicate through email and experience in MS word, Ms excel

Work Hours: 8

Experience in Months: 60

Level of Education:
Bachelor Degree
