Job Description
Child Safeguarding:
Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people. Hence, require implementing the police checking/vetting process.

To ensure that disbursements made to suppliers and staff are initiated by an appropriate source document and have been authorized and approved by Budget Holders within the Scheme of Delegation. Check and ascertain the accuracy and validity of documents against SCI policies and procedures; that expenditures incurred are allowable, allocable and reasonable; Ensure that, withholding tax and other taxes are deducted from suppliers. Ensure all payments are processed in an efficient and effective manner according to SCI financial guidelines, regulations and internal financial controls relating to disbursements.

Functional relationship: HR, Logistics and Budget Holders

• Ensure that disbursements made to suppliers and staff are initiated by an appropriate source document and have been authorized and approved by SMT or Budget Holders within the Scheme of Delegation.
• Verify and ascertain that expenditures are allowable, allocable and reasonable and according to approved budget line items and/or agreement;
• Reviews all cash disbursement requests for completeness with regard to documentation, internal control procedures, authorization, VAT, Withholding tax, and other requirements, and then forward for payment processing.
• Ensure that systems are put in place to assure document security and ease of retrieval for a complete audit trail from the Agresso Accounts records to supporting documentation and vice versa;
• Make sure purchasing procedures are respected, and that expenditures and purchase requisition made are correctly coded with account codes, funding source, DEA and Project code.
• Ensure vouchers are used sequentially and accurately coded and that they are all captured in Agresso on a daily basis
• Ensure that floats and advances are issued and cleared in accordance with SCI financial guidelines and timetables. Be responsible for ensuring that advance payment does not effected before clearing the previous advance
• Follow up airline ticket refunds, insurance refunds, Clarence of various prepayments as well ensure regular settlement of amounts due to credit facilities such as medical, phone and utilities.
• Follow up on clearance of various retention as per the agreement made between SCI and Vendor;
• Initiate and facilitate payments of income tax, withholding tax and pension to ERCA on monthly bases
• Produce all the general journal vouchers for clearance of all advances, accruals and other related transactions
• Updating the cash book on daily bases (CBE, Awash and Oromia bank)
• Ensure that accrual payment is processed with the available accrued provision balance in the system and attaching the agresso extract ledger detai
• Processing field office remittances on a timely manner and reconcile at the end of the month,
Ensure that SCI coding structure is correctly and consistently captured on to GLACOS with meaning full description & Perform other related tasks as required.

Job Requirements

• Academic Qualification- Bachelor Degree in Accounting
• Work Experience- 2years
• Special Training-Computer literate
• Other Requirements
• Fluency in English, both verbal and written,
