JOB DETAILS:
Under administrative direction of the Deputy CEO, the Finance Manager is a key member of the Management Committee and implements financial policies, strategies, and plans; leads the finance team and directs the financial activities of SDE. Builds motivated and productive work team capable to implement strategic plan of the organization. Develops proper monitoring and follow-up systems to ensure financial sustainability. Provides advice and support to managers and functional department on Financial Management. Plans, organizes, directs, and leads all the financial activities and evaluates the performance of the finance team. Leads the annual capital and operational budget and get approved for implementation.

Leadership
• With the support from DCEO, contributes to planning and leading a regular SDE Strategic Review and Planning process.
• Ensures that all policies, systems, and standard operating procedures related to finance are updated and followed
• Develops realistic plans with all department to minimise finical risks and maximise effective utilization of financial resources
• Advises the Management Committee on innovative financing options
• Contributes to the planning and leading a regular SDE strategic review
• Contributes to the development of short- and long-range organizational objectives as well as assessing progress towards SDE objectives
• Collaborates with other departments

Key Responsibilities
• Identifies opportunities for expanding SDE’s operations into new services to enhance the financial sustainability of the organisation
• Provides financial assessments of potential investments in new facilities, for additional services
• Defines financial indicators that allow to systematically track cost efficiency of different areas of services
• Establishes efficiency indicators and tracks on a monthly or quarterly basis.
• Ensures effective financial management and accounting systems are in place in line with SDE and the national standards
• Ensures that all financial transactions of SDE are in line with the SDE’s policies and procedures
• Ensures SDE adheres to all local statutory obligations 8. Monitors cash flow and expenditure against budget; advises the CEO and DCEO on the possible corrective action.
• Ensures policies, standards and guidelines provided are properly implemented
• Ensures all audit recommendations are implemented

Skills and Experience (essential/ desirable)
• BA with 6 years of experience OR MA with 4 years of experience (essential)
• Technical qualification in an appropriate field (essential)
• The qualification is either Business Management, Supply and Procurement or any relevant field (essential)
• Relevant Certification (desirable)
• Relevant Training (desirable

• Proven financial management experience at senior level
• Ability to work autonomously without the need for close supervision
• Ability to produce financial statements on time
