Job Requirements
Qualification/Specialized Knowledge and Experience
• The interested research organization/institution should have in their team experts who can together execute this assignment and deliver on the expected outputs.
• The consultancy carrying out the assignment will be led by a principal researcher, with a post-graduate degree in social sciences or another relevant field of study, and who has the following competencies:
• Expertise in the field of social and behavior change interventions, measurement, research methodology, data analysis, manipulation and management;
• Specialist understanding in the area of gender, social norms change and harmful practices, notably female genital mutilation;
• Knowledge of Ethiopia and/or experience working in Ethiopia is desirable
• Excellent collaboration, consultation and facilitation skills;
• Excellent writing, conceptual and analytical skills including the ability to present complex processes and issues clearly to a heterogeneous audience and in an actionable manner
The research organization/institution will show experience in the following areas:
• At least 10 years of experience in social and behaviour change measurement, research, and implementation;
• Solid experience in remote field work;
• Working in collaborative partnerships with government and other stakeholders;
• Conceptualizing and conducting research using mixed and participative methods;
• Engaging appropriately with children in data collection; and
• Demonstrated professional research and writing experience, including through publications.

Application Process for Institutions only:
Interested institutions should present technical and financial proposals:
The technical proposal for the assignment should indicate clearly how the assignment will be tackled. The proposal should include the proposed methodology and approaches to be used, as well as an illustration of the successful completion of similar tasks/contracts. A financial proposal (separately for baseline and end line) for the assignment will be presented separately. Submitted proposals will be evaluated using the criteria below. Other certifications required for contracting an institution will be requested if selected.
Evaluation Process and Methods:
Both technical and financial Proposals will be evaluated by IRCE. Each proposal will be assessed first on its technical merits (including by reference to legal requirements) and subsequently on its price. The proposal obtaining the overall highest score after adding the scores for the technical and price proposals is the proposal that offers best value for money and will be recommended for award of the contract.
Technical proposal accounts for 70/100 whereas cost proposal accounts for 30/100 of the assessment points. Bidders will have to score at least 49 on the technical proposal to be considered further with the cost proposal.
