JOB DETAILS:

4. Role and Responsibilities
The consultant will work closely with CARE’s LDM manager and Program manager. Necessary programmatic support and technical support will be provided by field level project manager, M and E officer and woreda project officers as needed.
The specific role and responsibilities of CARE and the consultant are presented as follows,
CARE Ethiopia
• Overseeing of the consultancy service throughout the contract period.
• Provide relevant documents to review and help the consultant to develop logical linkage of the selected cases.
• Provide timely feedback for the inception report, for reviews and any information the consultant may require
• Facilitate and support the consultant on field level logistics like vehicle, selection of people at field level for photovoice and human interest stories
• LDM manager of SRHN unit will be the focal person for the task and will be responsible for coordination work and providing technical guidance and feedback.
The consultant
• Review of existing literature/existing project documents,
• The consultant should propose his/her methodology as per the given outline but it does not need to be limited to it.
• Submit draft and final field visit plan based on agreed timeline
• Prepare and submit the Inception report,
• Coordinate and communicate ih the field and with stakeholders to prepare for photovoice and human interest stories,
• Field work for photovoice activity and human interest stories (one on one interview field observation and ensure consent form is signed with all information and photo captured individuals,
• Submission of the 1 photovoice booklet of 20 adolescent cases and a booklet of 35 human interest stories in English and Afan Oromiffa.
• Submit hard copy and electronic version of the final version of two booklets for photovoice and human interest stories.
5. Submission of proposal
Consultants/firms who meet the requirements below should submit a proposal, which should include the following:
• Cover letter describing how the consultant/firm’s previous experience matches the consultancy objectives as well as the candidate’s interest for the consultancy. This letter should not be longer than one page.
• Technical proposal containing the interest and motivation of the consultant or firm, clear framework, methodology and approach, timeline/work plan, comments on the Terms of Reference (TOR), experience and profile of the consultant or firm, and any other relevant information regarding the specific assignment. If available attaching sample works.
• A work plan for this assignment should be developed in relation to the methodology suggested by the consultant/firm and the number of days set for this assignment. This technical proposal should not be longer than 10 pages.
• Copy of the following:
o Renewed trade license
o TIN
o Tax clearance
o VAT registration
• CVs, including detailed work experience and education
• Financial Proposal. The consultant should estimate the cost and prepare a detailed budget for the key activities or phases in the work plan. Cost estimates may cover items including, professional fees, per diem and other expenses, payments for interviewers, data processors, and secretarial services, applicable tax, etc. This should be presented in a separate envelope and should indicate the breakdown of the proposed cost.
6. Knowledge and experience in team
• Demonstrated skills in the development of human interest stories and photovoice activity (consultant should submit a sample copy of communication materials like photovoice booklet and human interest booklet development work done in the past.
• Knowledge on Adolescent programming, social norms and gender equality,
7. Skills and qualifications
• Master’s degree in literature (English), photography, mass communication, sociology, gender and related experiences,
• Demonstrated skills in writing (English and Afan Oromiffa),
• Good communication , facilitation and writing skills to collect human interst stories and to facilitate photovoice activities.
• Strong analytical and innovative skills
8. Eligibility
The consultant(s) should have:
• Experience in preparing photovoice and human interst stories for development programs for INGOs,
• Availability and willingness to travel immediately, upon signature of the contract.
• Previous experience in working in similar locality and ability to speak and write afan oromiffa..
• Ability to adhere to deadlines and flexibility.
• Must adhere to CARE Ethiopia’s Prevention of Sexual Harassment Exploitation and Abuse (PSHEA) and child-Safe guarding policy of the organization.
9. Estimated Period:
The whole project will take a maximum of 40 day including field work and submission of final deliverable.
10. Copyright and Intellectual Property Rights
In consideration of the fees paid, the Consultant expressly assigns to CARE-Ethiopia any copyright arising from the works the consultant produces while executing this contract. The consultant may not use, reproduce or otherwise disseminate or authorize others to use, reproduce or disseminate such works without prior consent from the CARE-Ethiopia.
11. Payment Schedule
Payments will be made in three installments;
30% after inception report and delivery of work plan,
30% after the first draft of photovoice and human interest stories booklets and
The final 40% after delivery and approval of photovoice booklet and human interst stories booklet.

12.Selection/evaluation criteria
The selection committee will review all applications after the submission deadline. All applicants must meet the minimum requirements that described above. The following are the evaluation/selection criteria for the technical and financial proposals:
Technical

3 Proposal presentation 10%
4 Relevant experience, organization past performance in relevant job, and team composition 30%
5 Key personnel interview (if needed) (+20% if needed)

1 Budget realism and reasonableness 15%
2 Bottom line price analysis 5%
Overall assessment 20%

Job application procedure

Applicants should submit their technical proposal and financial proposal separately. The technical and financial proposals constitute 80% and 20% of the total evaluation score, respectively. The three firms/consultants with passing and highest technical points will have their financial proposals evaluated, and the bidder with the highest total of technical and financial scores (with their respective weights) will be selected. CARE Ethiopia has the right to contact short listed and potential candidates to present their proposal to the team and negotiate on terms and conditions if required.
